Building America CDE Team Attends Norma Herr Center Ribbon Cutting in Cleveland

August 27, 2026

Building America CDE was honored to join EDEN, community leaders, partners, and supporters at the ribbon cutting for the new Norma Herr Center in Cleveland, OH!

Building America CDE, a subsidiary of the AFL-CIO Housing Investment Trust, allocated $7 million in federal New Markets Tax Credits (NMTC) to support the $35.3 million renovation and expansion of the Center.  The project more than doubled the Center’s footprint, from 23,775 to 50,425 square feet, and replaced 165 congregate shelter beds with 201 modern, non-congregate rooms, providing people experiencing homelessness with greater privacy, safety, and dignity.

Led by EDEN, a Cleveland-based nonprofit dedicated to expanding housing solutions for individuals and families in need, the Norma Herr Center provides low-barrier emergency shelter to more than 2,300 people annually, strengthening Cleveland’s homelessness response system and expanding access to essential services.  The project creates meaningful economic opportunity, with an estimated 136 union construction jobs and 49 permanent full-time jobs.
