Building America CDE puts its Most Current $70 Million NMTC Allocation to Work

Building America, a subsidiary of the AFL-CIO Housing Investment Trust, brings New Market Tax Credit (NMTC) allocations to projects that create fair-paying, family supporting jobs, both construction and permanent, while revitalizing neighborhoods, expanding access to critical services, and catalyzing additional community development.

Building America is already putting its $70 million December 2025 allocation award to work, closing $17 million in NMTCs for two projects located in deep distress census tracks, each with a poverty rate greater than 40%, that will deliver meaningful benefits to the communities they serve.

Building America allocated $10 million in NMTCs to support the $75.9 million Boys & Girls Clubs of Dorchester (BGCD) community center in Boston, Massachusetts, located in a deeply distressed area with a 49.4% poverty rate. This project will fund the construction of a new three-story, 75,000-square-foot community center featuring dedicated space for education, athletics, recreation, arts and culture, and other youth programming. Through its programs and services, BGCD seeks to provide young people with opportunities that support their growth, development, and long-term success. The project is expected to create 275 union construction jobs and create or retain 43 full-time jobs.

Building America also recently allocated $7 million in NMTCs to support the $35.3 million Norma Herr Center renovation and expansion project in Cleveland, Ohio. The Norma Herr Center is located in a deeply destressed community, with a poverty rate of 51.4%, and will provide low-barrier emergency shelter for 2,300 individuals and families experiencing homelessness annually. The renovation will more than double the facility’s footprint, expanding it from 23,775 to 50,425 square feet and increasing capacity from 165 to 201 beds. The project will replace congregate shelter beds with modernized private and semi-private rooms. The renovation of Norma Herr Center will create 136 union construction jobs and 49 full-time employees.

Since its inception, Building America has deployed $297 million in NMTCs across 35 projects, leveraging more than $1.4 billion in total development. These investments have supported critical community facilities, housing development, manufacturing, healthcare, and workforce development initiatives, while creating over 6,100 union construction jobs and 9,400 permanent jobs in low-income and underserved communities.
